Well, when you first start an island, you only have one high school educated person (he's a soldier at the palace).  Those jobs need High School and College educated folks.  To get those people, you have to click on the little graduation hat icon on the building display window.  There is a fee (starting at $500) for luring them to your island (they come on the next freighter), and they may leave if conditions are bad enough.  If you intend to do any major expanding, you need a High School and a college so you can make your own educated workers, because importing them gets expensive.

Or at the very least build an immigration office when you start the game, and set it to skilled workers welcome. You may have to occasionally go to the Lists: Education section of your almanac to find out which educated people aren't working in the educated sectors and fire them so they go to the good jobs.

Another thing someone (a PopTop programmer I believe) mentioned on another thread is that there is a hidden list programmed for every person of what their interests are. This means that some people just wont become a priest, a doctor, a general, no matter what. Sometimes their list of interests may coincide with their faction lists, ie militarists enjoy the military jobs. Of course, sometimes it doesn't.... last night I had a college educated militarist who, after blocking all job possibilities off except the armory, would rather be unemployed than a general.

Anyway, there are only 3 ways to get educated people into the work force.... luring with cash, luring through immigration propaganda, and growing em with schools. What jobs they take after that is up to them.

Do the same thing.  Click on the little Graduation Hat icon, pay the fee, and one will come on the next ship.  You can also educate them, or lure them with propaganda like Malovane said.

This stuff's in the manual.
