  I believe that Martial Law can be one of the most interesting edicts there is around. What I want to know is wheter anybody had to ever really use it in the case of an emergency and not just for the fun of it.

Well as a totalitarian, one tries his best to maintain control over the people without declaring martial law... but eventually the people will want to be paid more than $1 a month, at which point their voices must be silenced.

Do not underestimate the power of the inquisition edict; I can usually use this to keep control over the people even under some very harsh conditions.

But yes, there is that time when Martial Law must be declared. Sadly it does not seem to decrease the chance of my people running to the hills (although it claims to do just that). In fact it seems to create more rebels. Oh well, it gets the job done.

Is it actually possible to not pay the people at all? Do they still continue to work? Or do the poor b*stards starve?

By paying everybody $1 except your military, I think it is possible to survive, unless you have "rebel yell" on and Painful political mode, then you're in deep sh*t....
