Some other points worth mentioning: I tend to build a dense industrial complex its usually on the coast where the wind is blowing the pollution out to the sea. This complex needs factory workers and power station crews, I also have high level services here hospital, cathedral, on top of that further inland are my banks, radio stations etc. I put education in the centre of this district, why? 2 reasons:

1. Genetics: Children inherit parents intelligence.
disadvantage: you can end up with some electorate swinging geniuses.
2. Location: Since the rest of the country is rural they don't need high level workers other than a few folk for clinics, churches and stores in the rural centres and the government centre(whom I buy in if neccessary) I usually have the odd high school in these areas with restricted appointments.

side point but still in the same vein:

I tend to love education: professor,scholar, adminstrator are favourite stats: I also run the education program and the learn with larry tv program. Your workers all become extremely efficient at incredible speeds garnering benefits in every field of endeavor.
