i have also had a similar issue with my tropico 2 disk when i install it ~ it gets to 4% and then gives me the corrupt data2 cab file error. I have searched hight and low for resolution and have turned up nothing! I went out to purchase a new one but cant find it anywhere.

It is almost certainly not a problem with the disk; so buying another is likely not going to help at all.
The problem is most likely with the installer (the Wizard):
The solution I just tried is to go into the registry, via regedit, and delete any and all previous references to Tropico. This can be best accomplished by using regedit's "find" feature, searching for all occurences of the word "Tropico", and then deleting the corresponding keys. As always, be careful when messing with your registry; make sure you don't delete any keys unrelated to the game.
The idea behind this is to essentially trick your computer into believing that it's installing the game again for the first time. After culling through the Internet on this problem for a few hours, I noticed one consistency: people would say that the game would install the *first* time, but couldn't be re-installed again. Why it works only the first time is a mystery, but I tried it and it finally re-installed.
Another thing I found interesting was that apparently this problem with data3.cab is not limited to Tropico. ... http://tropico.strategyplanet.gamespy.com/cafe/index.php?topic=5340.0Like I said, the fact that this problem is occurring with more than just Tropico suggests to me that it's something not to do with Tropico, but maybe InstallShield, or the CD drivers, or something else. One thing is pretty clear, it's not defective/dirty CD's that are the cause; don't believe it if anyone tells you that's the problem.That's about all we can do without knowing a lot more about your computer.
