I'm sure this has been in before but a search revealed nothing.

Anyway the target is $750k tourism with 90% entertainment factor.

No worries reaching the cash (10 years early) and I'd already every tourist attraction plus every entertainment (many times 2 or 3) and had night club and mardi gras edicts permanently running so I issued every single one simultaneously - Pan-Carib - World-Geog plus all the others and threw in a Papal Visitation and tax rebate for good measure - and my e factor rose to all of 60% per Page one. On the (last) scorepage it was only 32.

Previous try it went rather higher but still nowhere near the 90%. What more can I do?  Angry Sad Angry Shocked Roll Eyes Cry Cry Cry

Get rid of the low-entertainment sites... like the mini-putt. Make sure each of your sites is set to its highest entertainment value setting. Cloth napkins, dress-code, color brosure and such.
