I just came across this very interesting post:
There are totally different games, albeit both based on a pirate theme.

Tropico 2 is a pirate management simulation. There is no combat to speak of  in which the player takes part (or even sees).

The "Pirates! 2" game will mostly be focused on combat, including individual sword fights and ship-to-ship combat.

From the trailer, the ships seem to move WAY too fast and maneuver more like jet skis than any kind of ship, let alone a primitive sail-powered vessel.

I probably won't play it, if only because I want to have at least some semblance of realism in my naval combat. I will least the fast-action dogfighting for air/space fighter combat games.

That being said, I have been wrong before in my prejudgements, and I have a healthy level of skepticism when it comes to ANY game thanks to being repeatedly disappointed by games that were supposed to be the next big thing and fell flat on their faces (Black&White, CIV games after Civ 2, and 'Republic: the Revolution') come to mind.

I love many things about Tropico 2, (and tropico 1 for that matter), but without some COMBAT, without the risk of destruction by internal/external (external mostly) forces, and without the ability to arm oneself to not only destroy such aggressors, but to become the aggressor oneself to some degree...

I just feel that there is something missing.

Now if Tropico 2 added some combat elements, including foreign and rival pirate naval attacks, with bombardments and troop landings to threaten your island, and a nice combat interface to let one SEE and to come extent CONTROL your vessels in naval engagements and in landing pirates to capture and destroy....

Tropico 2 is one half of a perfect game. The other half is the combat aspect. Now if only the developers could wed their sim-management gameplay with some great combat gameplay (perhaps in concert with another developer), then you'd have the perfect game.

Sadly, such a game is not cost-effective to create, since such a complex game would be expensive to produce, yet the market for INTELLIGENT games is notoriously small. Companies like Blizzard have proven that the key to success is in dumbing things down. Witness Diablo 2 as a take on RPGs.
