Morticcia:

To reduce immigration to the fullest, use the Tropico First option.  This will reduce immigration up to 100%.  To make sure you attain 100%, the office must have both positions filled by Tropicans [native born?].

Here's a link to an interesting discussion; Cafe Dave provides some insights.

Did you ever hear a swan singing? Definition = A farewell or final appearance, action, or work. The beautiful legendary song sung only once by a swan in its lifetime, as it is dying.

I am not assessing blame for the event, but the loss of a 18 months of my posts here has broken my interest in trying to share insights about the original Tropico plus the expansion Paradise Island. A few posters (fans) did join-in, and their contributions were better than mine.

The additional blow to my interest in sharing is the collection of posters here (if they could get in) and on other forums who have developed such a personal dislike for me that they lose all focus on the game. They post simply to ridicule and harass me. Yes, I did some stupid posting, and I don't uniformly "make nice" when I reply to a post. They have won -- I have been trumpted!

It's not by any means a thing of beauty or of interest, but it's what a final exhaustion produces.

Here is a link to an obscure thread where PopTop Dave (not to be confused with Cafe Dave) describes "curved" scale used for buildings in Tropico.

A thread with some information on thoughts:

Note that Railnut mentions looking in the "language" file to find complete lists.

There definitely won't be skinning of characters, simply because it isn't possible.  In games like the Sims, Quake, etc., skinning is possible because the characters are actually 3D.  In Tropico, however, they are modelled in 3D Studio Max, but then rendered out as .TIF's.  They are then put into the game as a series of frames, so as far as the game is concerned, they are just a bunch of sprites, not actually 3D.
