No Recruits?

Im playing a sandbox game and I every time I send my ships out to Cruise, I come back with alot of money, but no recruits. Same with Raids, I raid a settlement and I get two or three captives, if Im lucky.

My ships are set to Board and I have a pirate captain with a bonus to recruiting people so I dont know whats going on

Try adjusting the crew shares.  Allowing more of the loot to go to your pirates, less for yourself, will help in the recruiting.

The other approach you might try is capturing workers on raids.  You then pressgang workers to become pirates.  Picking who to press and when will keep you busy if you micromanage.

I usually promote the captives with high curage (8 or 9), the only ability of captives which is useful for pirates, too.

My recommendation is this:

Adjust the shares to 'Generous'. Go out with as big a ship as you can man (I like the Brigantine for this). Let your stupid Capt. Francis sink your ships a few time, so you have press-gang for more pirates. Then send him to an uncharted area, set to Cruise.

Hey, it worked for me! I went from 8 (press-ganged) pirates to 64, after just ONE successful cruise!
