I stumbled across this on the Isla de Foresta scenerio.  When you bulldoze a building and it turns red that building no longer has to pay any building maintinece.  You can pay the bulldoze fee then set the 'build' priority of the red building to halt construction  the building will just set there and not have any upkeep, later on if you want to reopen the building you can just cancel the bulldoze command.  Of course if you want to do this make sure the maintence fees in the long run while the building is unoccupied are going to more then the bulldozing fee.

Actually I didn't even think about what happens with people actually working there, like I said I only noticed it on the Isla de Foresta scenerio where I needed to bulldoze a bunch of old logging camps and a lumbermill (all pretty useless, since there are no trees) to stop the maintenience costs. (no one worked there, I 'X'ed out all the slots before anyone took a job there.
  If buildings still 'work' once they are 'red' and you kill the maintince cost for all you buildings then putting a halt on that 'construction', hmmm....  Think this is the first 'bug' of this type we've found so far

Great tip Sleeping Dragon!!! The workers seem to work indefinitely without maintainence costs. However, in the Forest scenario, the two eastern logging camps have been very profitable for me in the beginning of the scenario.I bulldozed the lumber mill, and other logging camps to build coffee plantations,etc., but with selective harvest and all upgrades, I pulled 168,000 in profit from logs alone.

I turned a nice little profit off the northeastern logging camp on the Foresta map too (50,000) before I finally bulldozed it to make room for Hotels. (Although I'd 'unbulldozed' it before I noticed the maintience thing).
  Poptop should probably fix this.  They could always have the building pay maintience costs (even when red) or just have everyone evicted once the bulldoze command is issued.  I prefer the second option.  Everyone is fired/evicted, were tearing down the building...  but we might not get there for another couple months (years) , no need to upkeep the building after that, just let it start delapidating.

I used all my logging camps on Isla de Foresta.  I started with the ones with bunkhouses next to them.  Build the horticultural upgrade first thing, and fire up the saws!  I later added another lumber mill to try to keep up.  At the end of my reign, lumber and logs accounted for over half my lifetime export income.  And that was with two working gold mines feeding a jewelry factory with all it's upgrades!  I also had two coffee farms, one tobacco farm, and food exports from my excess produce.  All that put together couldn't beat the lumber industry, in part because it was already there.

This is an exploit. It seems to be parallel to the construction exploit which allows a frozen construction project for the cost of the building. While both protect the building from the storm random event, the construction process exploit allows a bit more flexability since it can be frozen at an advanced stage of construction while that doesn't work to advantage with the bulldoze exploit.

It seems to me that these exploits are good tools for the players who otherwise refuse to use the random events option.

Paused Bulldoze Exploit: As described for saving maintenance costs (an actual mothballing) ; but also an instant reopening after the distruction of a random event. I think the latest version gives a recovery of the fee when the bulldoze is canceled.

Paused Construction Exploit: It also allows preplaced replacements for buildings after the destruction of a random event. It is a bit more flexible as to the point when the construction is frozen and the amount of the fee to be recovered if constuction is canceled.

Just a bit of thought about planning ahead for the effects of storms could have made the added feature of random events much more popular.
