Windowed mode

Arrg!

Mine problem is that, I cannot play T2 with windows mode because of 32-bit graphics. If I set to 16-bit, it's possible. Isn't there a way how to play the game windowed with 32-bits? It's really stooopid, to change all the time those desktop settings.

This is just a guess, but might be worth a try if you haven't yet.  Browse to your /Program Files/Tropico2/ directory and open the file "Tropico2.ini" with a text editor such as Notepad or TextPad (I recommend the latter, but you already have Notepad).  Line 7 should say "FullScreen=1".  Change it to "FullScreen=0".  That might do the trick.  If not, unfortunately, you may just be out of luck.
