As long as they're not always full, you've probably got enough entertainment establishments. But it's a good idea to check that your establishments are catering to the appropriate pirate rank. Make sure your pirates have enough money to visit, as well--employ them as overseers or donate gold if necessary.
Remember that your pirate areas should have high anarchy and defence ratings--place decor as needed.
And housing helps with rest and stashing satisfaction, at the cost of a LOT of land area and wasted pirate time.
Finally, pirates do need time off between cruises to visit said establishments, or they will eventually get cranky. But they don't make you any money in port, so don't leave 'em in too long.
