Faction Views:
How the Communists and the Capitalists on the island feel about you will also affect your diplomatic relations. High tourism, Free Elections and developed industries will make the Capitalists happy, increasing your relationship with the US. Low Income Disparity, full employment and adequate housing will keep the Communists happy, raising what the USSR thinks of you. Remember that the Faction Leader's happiness affects the faction as a whole. You can increase the factions respect by keeping its leader happy. ...
Excellent summary of basic information! I do have to quibble with the 'free elections' since it is not clear whether that comes from the capitalist faction or the base algorithm. It seems more clearly connected with the Intellectualist faction's demand for "high liberty."
I speculate the capitalist faction doesn't care about elections, but the U.S. does. It's a fine point, but important for some El Presidente "rise to power" situations.
It appears that the maximum foreign aid to be received from one power in a year is $10,000.Look at the
Economics chapter (seven) of your Manual.
Tropico is a small island, and we must purchase most of what we need from the outside world, using hard currency. We have but a limited number of ways of raising the hard currency our economy needs:
- Exports
- Raw goods produced directly from the land (extraction\exploitation)
- Associated with the Communist Faction
- Goods from our land processed in our factories (industry)
- Associated with the Capitalist Faction
- Tourism on our island (industry)
- Associated with the Capitalist Faction
- Foreign Aid (The Super Power's 'Folly')
- Recirculation of Rents & Fees charged to citizens (aka 'taxes')
.
You need to maximize all the 'hard cash' inflow to
your er, 'the national' treasury. The milch cow superpowers can be brought to maximum production with a few intelligent steps. You should not ignore using them.

Doing any dealing with one country hurts your relations with the other. But if you have a decently staffed Ministry set to neutral policies, they will offset that hit to the realtions. In fact, that set-up will pretty quickly allow you to set up the trade agreements with both countries at once, giving you cheap tenements and apartments as well as cheap power plants and airports.
As an aside, the airports are a real pain to build. However, once built, be absolutely sure you use their ability to send delegations to whichever country you're in good with. ...
Interesting comment from the developer's spokesman. Good insight on how to be neutral. It does indicate that even a neutral can't have it both ways with trade delegations. Information on Trade Delegations
As a general rule, the closer your relations to the country
(U.S./Russia), the better the returns from a Trade Delegation. The results are, otherwise, random.
1<
message quote> I’m sorry, Presidente, but the
(Americans/Russians) did not react favorably to our trade delegation. They were keen to point out, that as our present relations with them are
(current - likely distant), they have no desire to grant ANY special priviledges to Tropico. <end>
<

(Once per product) Presidente, our trade delegates have convinced the
(Americans/Russians) that Tropico is capable of producing the world’s finest
(product {from following list}). From this day forward, the
(Americans/Russians) are willing to pay a premium of
x% on all
(product) exported from Tropico. <end>
- rum (including spiced rum)
- cigars (including machine-rolled)
- lumber
- beef (smoked or regular)
- pineapples (canned or uncanned)
- coffee (canned or uncanned)
- Note: sugar, tobacco, and logs must be processed.

<
message quote> Presidente, our trade mission was a success! the
(Americans/Russians) have generously offered to provide, for FREE, the building materials necessary to construct one building. We’ll have to assemble it ourselves, but it will cost nothing. Place the building at your leisure. <end>
- (U.S.) Apartment
- (U.S.) Restaurant
- (U.S.) Luxury House
- (Russia) Tenement
- (Russia) Mine
- (Russia) Prison
- It is likely that this list is not complete.

(U.S.) Presidente, good news on the trade mission! The Americans have decided to aid in Tropican development by providing a
x% subsidy to all future building construction on Tropico. <end>
<
message quote> Presidente, our trade delegates return with suitcases full of money! the
(Americans/Russians) have granted a special one-time foreign aid package totalling $
x,000 to encourage growth and progress on Tropico. <end>
<
message quote> Presidente, our trade mission was a success! the
(Americans/Russians) have agreed to help Tropico out by sending college-educated workers to help Tropico’s economy.
x(#) college-educated males, as well as
x(#) engineers have been sent. They should all be arriving on a freighter shortly.
The types of college educated, (U.S.) bankers, engineers ; (Russia) doctors, journalists - Up to 3 of each. (May not be a complete list.)1 From another guide. I don't think the
Paradise Island add-on changed this.
I think this gives enough information to calculate (roughly) the economic efficiency of the delegations. It seems clear that construction costs of an Airport are not justified
alone by anything to be gained by Trade Delegations. However, the construction changes in PI together with a strategy of developing a mixed tourist and industrial economy on a large island may make the Trade Delegations "gamble" worth while.
