In game, too, I don't see any problem with having a lot of industry as a communist regime. I always do, even whem I try to play as a communist. You just have to keep the wage difference small so the commies don't get upset.

Not to be argumentative, but ...

Yes, the player can rationalize the way the game works just as you say. The player can either gloat over double rents or cut rents fearlessly. Well, they can if they visit here and learn about "IT". That's just fine because it is just a game.

Not just to be a "purist" about game play, but players who use that rationalization should also perhaps recognize that this sort of "fools with" the Tourism Rating. Additionally, it makes using the Almanac to determine profit from Tourism difficult.

Almanac Tourism Revenue
Spending Per Tourist = [If Tourists = 0, = Local Entertainment.] If Tourists = more than 0, = ? (not yet decoded so far as I know).
Tourist Revenue <includes Local Entertainment> = (Spending Per Tourist X # of Tourists) + Local Entertainment.
I believe these computations do not include the second half of the double hotel rate.

Just now, I can not recall how hotel rates factor into the Tourism Rating. Do you suppose lower rates (set in anticipation of their being doubled in the revenue stream) have any effect on the "Tourism Rating"?

The only time I have seen people throw rocks is when my Spring Break Tourists are unhappy and they throw rocks at my Pubs. This is pretty stupid, they want more pubs but they destroy them. Undecided Roll Eyes Shocked

Excellent summary of basic information! I do have to quibble with the 'free elections' since it is not clear whether that comes from the capitalist faction or the base algorithm. It seems more clearly connected with the Intellectualist faction's demand for "high liberty."

I speculate the capitalist faction doesn't care about elections, but the U.S. does. It's a fine point, but important for some El Presidente "rise to power" situations.

It appears that the maximum foreign aid to be received from one power in a year is $10,000.

Look at the Economics chapter (seven) of your Manual.

Doing any dealing with one country hurts your relations with the other.  But if you have a decently staffed Ministry set to neutral policies, they will offset that hit to the realtions.  In fact, that set-up will pretty quickly allow you to set up the trade agreements with both countries at once, giving you cheap tenements and apartments as well as cheap power plants and airports.

As an aside, the airports are a real pain to build.  However, once built, be absolutely sure you use their ability to send delegations to whichever country you're in good with.  ...

I think this gives enough information to calculate (roughly) the economic efficiency of the delegations. It seems clear that construction costs of an Airport are not justified alone by anything to be gained by Trade Delegations. However, the construction changes in PI together with a strategy of developing a mixed tourist and industrial economy on a large island may make the Trade Delegations "gamble" worth while.
