Yes, I guess I was meaning to tell you,
Create a General (or any other occupation) is not a game concept. You can hire a General from outside
Tropico through an employment agency (for a vacant job in an Armory or Army Base); or hoping for the best, you can simply open a job vacancy at an Armory or an Army Base - and whoever goes to work in the vacant General position will become a General.
You can NOT click on a Soldier and make sort of menu selection which will change the Soldier into a General. That is not the way the game works.
You can fuss around with some individual Soldier (who, with some exceptions, will already have an High School education) to try to make him go to College (if he needs to; he may already have a College Education and be "under-employed") so as to be qualifed to be a General. But he still has to decide on his own to go to work in a General's job in order to become a General. Promotion from the ranks is not a big item in
Tropico.
I guess I also meant to tell you that most of the common "routines" found in other games are not used in
Tropico. Just because you did
X - Y = whammo in your game
Frammis on the Gizmo, is no guide to what you do, or can do, in
Tropico.
It does help to put your questions in context, or as I requested, let us know what version you are playing.
