  Difficuly hard.  You,  Captain Hook,  must obtain letters of marque then sink 10 pirate ships,  also to recruit 10 captains.  20 years (12 for gold medal).

  You can plunder goods from victims,  and increase spy's goods finds by paying from your hoard.  All diplomatic relations worsen over time (except for your patron,  until you obtain letters of marque).

  Not so easy when all nations start at peace and all relations are neutral;  and those enemy pirate ships are never easy find when you want one,  then your captains might choose to evade even pirate snows,  "we don't have enough tonnage to beat such a monster" !  Another problem:  the patron invades when diplomatic relations get too bad.

  Unzip the files into the /Maps directory of Tropico 2,  then select the scenario "Tight Security".

Hi CD,
Always enjoy your efforts. I'm about 7 yrs into Tight Security.
Have over $20,000 in hoard. I found 2 things that don't seem to work as advertised. when spy offers $1000, $2000,
or $3000 gambles, I never get any result from selecting choice. Also, when spy offers brig for $500 or $1000, and says if no dock is avail., ship will appear when one becomes avail. I tried it twice, no ship. This is a great strategy game.

  Ship appears after you have enough gold in your hoard to pay and you have less than 6 ships (a Tropico 2 inherent limit,  I'm uncertain of the effect of increasing it,  so I don't).

  The ship appears on the sea zone map (anchoring at sea) if there are no docks available.

  The spy returns more goods the next time he visits.  Multiples of $1000 add on the amount the spy originally would deliver,  part multiples pro rata.

  The maximum random amount of these goods is 3.5 times the minimum.

Greetings C D,
Your answers were very helpful. I found that a new brig bought from spy shows up about 5 days later. I finished the
game in '60. In your read me you ask "where are those pirate
ships?". I think the question is more when than where. In '59
I sent out a fully loaded galleon, with benifit of saves, to every location with no "sink pirate ship" success. Once I got to '60, #'s 8,9, and 10 were sunk. Is there any place I can look to find current number of sunk pirate ships? Thanks

  No,  hence the message at the end of every month if you sunk any pirate ships in that month.  The ships' logs details pirate ships met,  also the info of all ships' cruises is in the almanac but you'd have to search for "pirate".  Look in the ships' logs when they dock on return to see if any enemy pirates escaped or were evaded.

  It seems they can appear in any zone (with low or high traffic),  although a little more frequent in trade route zones.  The traffic map is random every time the scenario is started.

  When I play the scenario,  I averaged meeting up to 1 pirate ship per month with my 5 cruising ships.  A very high density traffic zone yielded about 4 in one month.  Very low traffic zones are useful for meeting pirates while avoiding nations' navies.
