Another game's music that I highly enjoyed, was Phantasy Star II. Every once in a while, I find myself humming the opening theme song to the game. It's a shame that the Sega Smash Pack on Dreamcast, butchered the soundtrack to Phantasy Star II.
I don't know about "underrated". I'll simply post what I think is good okay?

The Sonic games all have some good music. Sonic 1 -- great stuff, couldn't get that STH theme out of my head for years, but the level music is great too. Identifiable, pleasing to the ear. Skipping to Sonic 3, I love the blue/red orb bonus stage music.
I'll add something new -- Ecco the Dolphin, the Genny cart version. The music perfectly fits the game.
Comix Zone is definitely tops.
And I'll second Ecco.
Ecco, yeah... and Shining in the Darkness. Both are great.
