Midnight Resistance's BGM is actually better than that of the arcade (which sounds a bit tinny).
Forgotten Worlds has some great BGM, especially in stage 3.

MUSHA (An amazing use of 4 Meg... not only is the music this good, but there's an intro to rival many CD-Rom games. Overall, it seems like an 8 Meg game.)
Oh yeah...SF2:SCE's music was pretty awesome...much better than the SNES versions' and sounded truer to the arcade....
Funny how Capcom mangled the voices in the Genesis version but made the music so good.
I agree with Nadia, and with everyone picking Burning Force, I'll also mention Phelios as having great music.
