Pretty sure.
One day while in War Room I moved the cursor onto a unit and saw the Delete option. I selected it and the unit exploded.
Lemme double check...
*double checks*
Hmm, you *can* delete units, but you don't get any portion of their cost back. Sucks.

I'm pretty sure that you can delete units anywhere on the map in War Room and get some funds back. I don't know how that affects Technique, however.
You can also recoup money when you join units that that together have more than 10 hit points.
*edit* I stand corrected, then. Guess I was confusing Delete with Join.

Hmmm...thought not, but that's fine.
I do think part 2 needs that option, as, in a few War Room Matches, I've had to use ranged weapons to hold the line (across bridgeless water) and then cross it later on.
If I could sell those ranged weapons, and get some of the cost back, it would make things much easier.

the delete command was only useful because you can't have more than 50 units. so you could delete say an artillery ,then build a rocket.
you did not get any cash back in the process.
when joining, you get (unit 1 hp + unit 2 hp - 10)*unitprice/10.

I hope they improve the A.I. a bit, it was too easy to trick out the computer in the first, that and once you get to the point where the opposing C.O. is hoplessly screwed the A.I. turns to crap and it does almost nothing on its turn.
