Maybe? I found out a few months ago how Atomiswave came to be. Sega had 2.5 million Dreamcast chipsets sitting around at the time of the console's death, they liquidated them to Sammy and thus Atomiswave. Would they pay royalities on liquidated parts? *-neoQuote:

Very interesting. They probably would not owe Sega any money for the hardware then. Although, Sammy would need development tools and design docs, which they would still have to go to Sega for.
