I like Sega better as a third party. Honestly, since when has any of their systems, for whatever reason, NOT come in last in sales, market share, etc.?
How it is now, they can make games where ever the most money is at, or where ever individual teams feel like. If we had another Sega console, you could bet there would be nothing interesting like a Sega-developed F-Zero.
I can't see them doing this. 3rd party support would be the real stinger. A handheld Dreamcast would be cool tho, maybe they could make it interactive with the Xbox since MS hasn't mentioned anything and the PSP is on its way to compete with the GBA. *That* would be interesting.

isn't it only one generation thus far for the gamecube and it's not even over yet

If you count the saturn during the 32-bit era, then nintendo came in second on that one.
