3D backgrounds in a 2D fighter does not equal "enhanced." That's like enhancing a cars paint job by running a key down the side of it.
It depends. DC KOF98 & 99 used 3D backgrounds with almost all the original 2D textures. The result was not bad at all. 3D backgrounds a la Marvel vs Capcom 2 (hi-res, filtered, excess of polygonized elements) aren't suitable for a 2D low-res game. I suppose the ones in PS2 KOF 2001 are between these two types.
