It started off decent, although it was really just: drive to location, blow up a shitload of crims' at said location, rinse and repeat. But after you get further in the game (and after you play the original) you realise how much they dropped the ball on this one.
They've fucked up the realism of the last game in order to make things more "playable" (read: less challenging). London streets are not jammed with traffic, so driving is easier; crashing only ever effects your cars health, never its handling like the original; and the characters constantly self-talk advice on what to do in the level, making the game a process of following what the crazy guy is saying. The rinse and repeat gameplay really gets tiring, and there is little challenge, I finished this game in two days, it took me two weeks to finish the original with my sister.
The presentation is excellent, it has a decent story and one of the best videogame soundtracks I've heard. But the only missions I enjoyed were the sneaking missions with Sam the hacker. To put it straight, I enjoyed the original MORE than GTA:VC, but GTA:SA shouldn't even share the same sentence as...
Black Monday. 30% by Edge is fairly harsh, but the GameRanking's score is pretty accurate.
