Another new chairman for SEGA

I don't think Outrun 2 would sell well though--if it's anything like the first one. Reviews would probably tear it up for "lasting only 5 minutes".

Hardly. Sega's consumer side has been since the Genesis days, even after dropping hardware. If not for their strong amusement earnings, Sega wouldn't have pulled a profit this year.
