I've added a little up and down animation to the walk animation. I haven't added the knee bending yes though. I need to work on some other aspects before I can tweak this some more.

Better, but it still looks like he's walking on his heels... or his upper body doesn't move at all and makes him look really rigid. I don't know, it's better, but there's still a little something wrong.
Definately needs the knee bending as without his back foot lifting off the ground it's just wrong. The slower pace is definately a lot better since it now looks like he's actually propelling himself forward at the speed of his feet instead of ice sliding like a bad videogame character (although the knee bending screws with me so much that I can't tell if he's still sliding or not).
Why does his one arm bend straight with every cycle? It looks like he's trying to do some dance motion really badly, and his left arm should at least be copying that motion. Otherwise it's looking good.

His walk needs more body involvement. He's not technically sliding in his stride, it just looks physically awkward. Damnit this is tedious.
The head bobbing doesn't look right either.
I think that's partly why he looks like he's semi-dancing a little bit. Because his head is bobbing not in-sync with his body. Thanks for the input guys. I'll get this done up tomorrow. I think if I make the knees bend, get rid of the head bob and unstraighten the left arm it will look twice as good.
Keep it coming. I added some new stuff. (his legs disappear at the end because I put too many frames past the bending animation for his upper body. So ignore that for now, since it is a WIP I can get away with it).

I personally think Richard Williams' book The Animator's Survival Kit is the best around. Give it a look
I see what you guys mean though. His legs are just stiff. I'm trying to think how I can practically make the walk animation stop on each footstep. It would look a lot better. I just have to figure out how to technically do it in flash in a rational way.
