The game difinitely sucks, especially in comparison to the other great options there are like SSX tricky, but 9.99 is just barely worth a rental.
I'd say check it out, if only to pad the GC collection... (Just to be safe, I'd check what EB and Gamestop buy it back for.)
Street Fighter EX3 is pretty much $20 everywhere. Kind of an unofficial "greatest hits." State of Emergency is marked down to $29.99 at most places now, it definitely wasn't worth full price, but this price is pretty nice for it.
