You can get him during or after the mission where you have to destroy three Division buildings, the second guarded by a Destroyer and the last by two of them. The comic cover to unlock Joe is hidden in the rubble of the last building.
Fixit was in the last game too... same deal with the one liners and whatnot.Quote:

I've heard complaints like "it takes a long time to reach a boss" and "he doesn't do all the things The Hulk can do from the start of the game", which to me are all null and void to anyone who's played GTA III - SA, PS/DC Spider-Man or Spider-Man 2 (which ironically, I've played none of those games). Hulk looks, sounds and acts like Hulk should, and you gain many abilities like Sonic Clap and Air Drop very early on.
I thought that, too, in the beginning, but the Challenges and comic finding side games keep it interesting. Some Challenges can't be completed until you gain a certain ability, so that may keep the game from falling into the above category. The Hulk Float and Soldier Swat Challenges were pretty funny, and the Cab Fare and Protection missions were good ways to practice your moves as well as get a good handle on timing, distance and map awareness.Quote:

Best super-hero game ever?
