The simple way to do this is to stay below him doing double lariats or jump kicks until he decides to come down to your level. Then all you have to do is go to the upper level (where you can still jump kick him if you time it right) and wait for him to come up so you can go back down. If you're crafty you can get through the whole fight without taking damage with this technique.
