I would contend, however cynically, that it ultimately rests in the hands of the people who fund them. Not the citizens.
Certainly, and I never said that not being the man for the position has ever really stopped anyone from being elected (George W. Bush). This was more a 'ought to be' conversation rather than a 'will be' one.
You have to remember, Tom Delay spent a lot of time and money to carve Texas in such a way that the GOP will dictate policy there for decades. Perry is in a safe position, so he champions whatever cause they tell him to and the legistlature just serves as the choir to say "Amen!" before putting on the rubber stamp. I would love for there to be a major shake-up in Texas politics (hell, any state for that matter) but I personally feel you have to take a broader view of things. Okay, you get Kinky elected...Then what?
