Kerry knows what the public perception of Bush is, and that not enough people are aware of his GPA versus Bush's for it to matter. Had he not flubbed the line, nobody would give two shits about the joke except the people there who would have given a polite chuckle and promptly forgotten it.

It makes sense because most people who would have been listening to Kerry's speech in the first place either don't know or care about this discrepancy, so the joke would work with the crowd it was being delivered to.

There's really no basis for either explanation beyond how much we trust whoever's making the claim, but given his history with the military I'm willing to give him the benefit of the doubt here, even if I really don't like the man.
