well, more Kensou on Sean's part. I don't think Sakura would shrug him off, but instead be too naive or dedicated to training to notice. Heck, their ending could result in a cute first date or something.

Blanka: Years of fighting and living like an animal in the jungles have turned him into a fearsome beast. A mindless killer, he is controlled by someone in the shadows...
Vega: With Bison's rule overthrown, he is now living as an assasin for hire. His face beaten to a pulp by Zangief, he now goes about without a mask, using his hideous face to shock opponents.
Chun-Li: With the help of Guile, she headed up the overthrowing of Bison's rule. She remained with the police, and kept herself in training. However, she has caught wind of Guile's quest for vengeance, and has set off to prevent her old ally from going too far.
Ken: Always the happy go lucky rich guy, his life has turned for the worst. Eliza has left him, and took Mel. He has lost his riches, and it has almost broken him. With a good part of his life behind him, he has forgone living a safe life and dedicated himself to the fight, and to finding Ryu.
Balrog: Not being on Bison's payroll has hurt him. He went back to the ring, but nobody has stood up to him for more than 10 seconds. So he awaits the next Street Fighting tournament.
Dee Jay: Seeing his music career dwindle in the light of the new gangster music that is all the rave in Jamaica, and seeing his beloved island wracked with killings has greatly hurt him. The media sees Jamaica as ruined, with no future and no hope in sight. He is now training to prove to his people that you can rise above, he sets his sights on winning and spreading his posivite message music.
Cammy: No longer under Bison's control, she now fights to find her past.
Fei Long: Special effects filled movies has lead a whole generation to admire pasty white dudes who can't fight one damn that destroy hordes of cg opponents. This has lead to show off tournements with fakes doing silly poses with stage tricks to wow audiences. Fei, while not caring for the movie industry, has seen a disturbing trend in his young pupils for admiring these fakes. He has a thing or two to teach this new generation: To win, one must fight with spirit.
Dhalsim: A spiritual man, he has never had qualms with finding tranquility in the fight. He remains the same, and awaits more chances to fight.
Mayor Mike Haggar: "C'mon, let me fight this time!"

Damn is it hard to come up with new characters. You try it and see, this is the best I could do after some thought.
San- There should be some goody earth godess teenage girl cliche. I say just rip San from Princess Mononoke, that way at least she will be viscious.
Bishnen- A regular japanese business man with a good build. He wears formal business man attire, but without shoes. He fights to releive bordom.
Armless guy- Balrog uses no kicks, how about someone who uses only kicks? His upper jabs would be funny, I don't know if anyone could kick super fast to anyones chest or face.
rapper- Snk's take on a black basketball player is creepy, I wonder what Capcom's take on an american mc would be.
Chick from canada- has any fighter included a woman from canada?

I would love to see a character who is part of some sort of Shadaloo remnant. You know, after Bison bites the big one, that doesn't mean there wouldn't be plans to continue on his operations or to somehow revive him (or *gasp* inject Bison's 'essence' into another person - seeing as how SFA3 hinted that Bison could inhabit other people).

Yep, for those who remember my old SFIV fan ideas, one of them was a Juni/Juli clone injected with Bison's essence. Essentially, a new version of Bison (maybe part Bison moves/part Juli moves) that was not the main badguy.

My take...
Ryu- Has a child with Hokuto of SFEX named Shin, but mysteriously disappears while Shin is still young, leaving behind his trademark red bandanna. Shin travels the world searching for him, not realizing his papa is struggling with the evil power trying to consume him...
Ken- Older, but still egocentric as ever(a quality definitely passed down to his son Mel). During a karate tournament that Mel participates in, he notices one of the new contestants looks very familiar. After seeing the red bandanna, he immediately finds interest in Shin, taking him in(since Shin has nowhere to stay). Shin and Mel train together and become friends, and Ken agrees to help Shin track down his dad(since his dad is Ken's best friend, after all).

Damn Hero, you got some skillz there! Heh, much more refined then I am (though I've fallen out of drawing for the last four years, hence my degredation). We should so start busting out with all sorts of art for this, help me get back in a groove...
Alright, started up a Sagat, almost done (debating whether to have his eyes exposed or covered by a strip of cloth), and will work on some more tomorrow. Maybe I'll even come up with something new for Oro (I love him, he needs to return).

i don't care about the other characters (although i really like your ideas, mrwhitefolks), as long as ryu remains/becomes the most badass fighter and lays the smackdown on anyone (even gouki and oro); ken remains/becomes a badass second only to ryu; and guile to make a comeback as the badass is once was.
