I have dry skin, naturally, but the dry winters in my climate really do good damage. Since I've graduated and been working I've noticed it a lot more. I usually carry a 550 mL bottle of water around with me. Since I've dropped a shit load of weight from working out I've been taking more showers -- after which I put on moisturizer and that also helps. It works well. And for my lips, well, drinking all that water does me well. Anything with cocoa butter in it seems to work really well. I've never ever put Vaseline on my lips before bed. My case is not that extreme but I've heard that works well too.
I also carry around Chapstick in the small little pocket most pants have (the fifth pocket). I got in to that habit in college for the ladies.

I use Vaseline. When I was in London they had it in small tins made for lips--never seen it like that in the States, though. Carrying around a tub of Vaseline probably isn't very convenient.
rose salve is like awesomed-up vaseline, and it comes in those small tins made for lip stuff. it's not as cheap as vaseline, but it's not expensive, either. but yeah, even the small tubs of vaseline wouldn't be convenient to carry around.
