Obviously, confirmation will come when it's available, but every public statement has said Home would be free. Also, I fixed your second sentence.

home is free, if you wanna buy new t-shirts and a bigger home space, its no different then themes for your dash, which you dont have to buy, and doesnt hinder online play whatsoever. Home Trophies also include custom clothing for your avatar when you accomplish certain goals.

I won't get raped at all, because I won't buy them. But they are rampant on XBL as well, so don't make this sound like the Live fees let you out of that mess. Look at Katamari for Christ's sake.
