I actually agree.
I am broad shouldered and if I get an XL shirt, the amount of cloth at the waist is fucking disgusting. Yet, if I get a Large, the shoulders are too fucking tight.
Don't get me started on Chef Jackets ... fucking bullshit.

My favourite thing is finding a long sleeve shirt that fits perfectly everywhere except the sleeves are, like, six inches too short.
Stupid.
The problem is not only are Americans fat fucks, but almost all men's clothing outside of t-shirts and basics are meant to be tailored. Anything button up, chances are, have been made with a pattern that originally was meant to HAVE all that excesses fabric to allow a tailor to make modifications. The average shape of the modern man has of course, got bigger, so that messes everything up.
However, I know how hard it is to find well fitting skinny guy clothes off the rack. My brother is stick thin and six foot or so, and has had issues finding any button ups since he was a teenager. H&M fairs a little better about sizing for skinny fellows, so you may want to give that a try if there is one nearby.
I also have the same problem. It's one of the most frustrating things to do for me is try to find a shirt that fits my shoulders and breasts and also doesn't make me look pregnant or fat. Going up a size usually works better in the top, but like you I get left with a huge surplus of material that hangs extremely unflatteringly. The average stores selection is a crying shame. Also, empire waists so rarely hit me right that I don't even bother trying them on.
I'm actually contemplating buying my next round of shirts from this online store in Poland. I actually got a very cute shirt that fits splendidly and a tailored dress that works. I can't even remember when I last had a non-stretchy dress.

They just posted a bunch of new shirts and dresses on the facebook that are going to be available eventually. I'm going to wait for a bunch of that stuff to go on sale. Right now the exchange rate is $10 = 31.47 zloty. It does take about 5-6 weeks for shipping, but I personally find the quality and fit of the clothes are so worth it.
