Steamgear Mash was another one that Gamefan planted into my head years ago and I only got close to a decade later. Cute enough, but it's only about 3 hours of gameplay, and I had no real desire to play it again. All in all, I only paid $15ish for it and I passed it along to a friend who'll also probably get a good 3 hours of fun out of it, so I'm not upset about it. I wouldn't pay more than $10-$15 for it though, unless you have a super hard-on for first gen 32 bit games. Only a super one. Because I have a normal one and it still wasn't all I hoped it would be.

Drop this knowledge on me, please. I've been waiting more than a decade to find this out; it's seemed to me for the longest time like a really shallow game that got by on novelty. I tried doing Akira's lance or SPoD, but it doesn't seem like he has the first move of either sequence in the first game.

No, it really is the best. Get this one immediately strider, it sells for essentially nothing in Japan. I got a copy for 300 yen.

You can also get Policenauts and Snatcher for cheap, so you should get those. Unfortunately the Saturn shooters sell for a lot of money still.

Actually, Azel is cheap and fairly common in japan. Last I checked some of my local stores had it for sub 1000 yen, and that was just 4 months ago or so.
