Way more than that. The Lobbyists are the ones who write the bills most of the time nowaday.

SOPA is a great example, that law was in no way written by any congressmen, hell they don't even understand what it's about.
Well, there is no way any Congressman can become an expert on every single thing he or she needs to vote on. It's simply impossible. That's why they have a staff.
The problem is that the staff is usually made up of cronies from industry. That or staffers put in a few years and then join... lobbying groups.
The revolving door is a huge problem and the rules are a joke.
What about the committees? What's your excuse on why those guys aren't experts?
And why the Hell is the budget committee flagrantly partisan??
