I'm amazed that you didn't recognize Haggar. Even if you never played Final Fight, the dude has been talked about, especially in these boards. Zangief's first alternate costume was based on Haggar's attire.

I genuinely don't know who he is nor do I care. He looks like a grappler and as such will suck ass in a Vs. game.

I would guess he is more likely to be in SF4 AE, but hey, maybe I'm wrong.
