Penguin would fit right in with this series and all the gangster leanings so far. I have a feeling he'll probably at least be in this one.
I could see Penguin, Black Mask, Hush, or Mr. Zsasz working well within the Nolan Batman universe.
Although, I also agree that Riddler made the most sense.
Black mask would be legit but I'd like to see the red hood arc someday so I'd prefer if they save him for that.
Although, since the Joker is probably never coming back to the movies I suppose that arc is fucked anyway.

Your only knowledge and experience with Penguin is pretty obviously the Burton movie, and possibly the old Adam West show. If not, you would know that he's actually a pretty damned good villian that would work really well.
