Whether or not they knew or were expected to know is irrelevant. This is the world we live in today. They are going to have to do their part to keep up or fall behind. I think the government should be helping them find those leads in an honest way (Canada's government has a job skills re-education program that was started at the beginning of the recession to help newly unemployed get back to work if they wanted to switch to a more in-demand career). To me that's useful charity because it creates opportunity for those willing to work for it.
To me your excuse is basically the old racist person argument. "They were raised that way!" is not REALLY an excuse for it.
You can give me all the advice that has nothing to do with reality you want. 8 months + some work flow r&d from me after wards is actually all it takes. That's the beauty of technology as it is today. You can program something like facebook in 8 months. Getting people to join it/know about it is the hard part. Even then good service online seems to grow by itself these days.
I don't want to lose my job to obsolescence. People who think the world doesn't evolve and change is ignorant to the point of delusional IMO. I read tech/design news & trends online and keep interested in the technology aspect of everything. It's what prompted me to supplement my design skills with more updated technology skills.
If I won the lottery tomorrow I would be run my own business and be a career student. Math, art, literature, medicine, etc.

If I'm sending out a direct mail piece your logo can ONLY be printed in black (and some other print processes, too). When I say black I mean black, too. No shades of grey. So everything is flattened to one level. In the case of the FIFA Women's Under 17 logo everything is not clearly defined enough. The silhouettes of the ladies running would meld together. Any visual effects like gradients and whatnot would be unable to play in that realm.
Good logos only represent one or two attributes of the company. They're just too complicated overall. Also what is he doing with that budget logo? It looks like he just scrunched the 2003/2004 font horizontally in that space. Letting the typography and letterforms breath and display on their own is one of the quickest and most effective ways to make a good design great. Because he scrunched the font it automatically tells me he has little to no appreciation for typography. His AGAPE apple logo is probably technically the best because it can be printed in something fancy (like gold foil) and you still keep the shape. Creatively, though, it still sucks.
Also with so many effects it would be hard to reproduce those logos at large sizes. Like for South Koast Caribbean why didn't he draw out the islands? It would have been a simple trace job in illustrator to get those lines clean. He didn't. Either he doesn't know how (and just uses photoshop for everything) or he's lazy.
Context is everything.

there is a difference between the time it takes to learn how to program and the time it takes to program something. It is like the difference between learning how to use a wood shop and tools and the time it takes to build a nice set of cabinets.
Are you posting while doing work? You're barely talking within the conversation that is happening.

Reality is more important. We can retrospect about context and society all we want. But it's not going to pay peoples rent.
It's the same thing. You're excusing someone for thinking the same way they did 50 years ago. But it's not 50 years ago. It's today. Blacks can sit at the front of the bus. They can run a bus company. And people don't (usually) work one job for all of their life forever and ever. Saying you were raised to believe something is not an excuse. But every designer does it (also other stuff like new logos, designer problems, failed campaigns and other stuff -- not just solely making fun of crummy design work).

Don't pull that on me. You as a businessman know better than anyone that context matters more than reality. Business, law, politics, are all context. You can say that abortion should be legal and give lots of facts about how it helps society, but at the end of the day, laws about it pass depending on how law makers perceive the situation. Not the reality of it.
