Definitely. California is overpriced and has the most inept government in the nation. And people still want to live here. That's how much it rules.
That is one way to look at it.
DC isn't terribly expensive. I have cheap rent in my apartment and it's in a cool stretch next to the Black Cat. But for everyone else I know, rent in DC runs... like $1000-$1200. I pay $770. You can get cheaper if you get into rougher neighborhoods. I hear rent is cheap in Anacostia. If you are looking for a Williamsburgy neighborhood, there's H Street that's building up rapidly. It's sort of cut off transportation wise though. Bills aren't bad, Pepco bill usually runs $60-100 depending on the season. Gas is usually ... 40 or so. Groceries all depends on what you eat. Overall I would call DC somewhat cheaper than New York, but not significantly.
As for a car. If you live and work in DC, you don't really need a car. I used mine just to go out to my girlfriend's in Virginia, and that's about it. DC has district bikes, the metro, buses and zipcar, so it's pretty easy to get around.
Incidentally, I might be back in NYC in the fall for a spell, staying with my brother.
Tales of California's overpricedness are greatly exaggerated. People in the New York area talk about the cost of living there as if it's way higher, and it's really about the same. Main difference is the suburbs are cheaper here, and more expensive there.
These places are expensive because they are the best places to live. I'd rather live in the Bay Area or the New York area over just about anywhere else in the country.
