This is true. I expected garbage and avoided it for a long time but it was surprisingly well pulled off.
I had forgotten about Guwange and Sine Mora. Those go into the mid and low rankings, respectively. Guwange has a good style and interesting mechanics but still doesn't feel as good as many other shooters. Sine Mora is just garbage with nice graphics and the best story in a shooter since Radiant Silvergun, for whatever that's worth.
God Tier: Aegis Wing
Yeah, Sine Mora is really not fun to play. The backstory and amount of in-game shit you don't know without reading through the files and whatnot is ridiculous.
I haven't played enough of the games to really chime in, I've got most of the Cave shooters but I really haven't sunk a lot of time into any of them outside of the two Deathsmiles games and DDP Dai Ou Jou. The best for me is Deathsmiles, by a long shot. It's the game that really got me into Cave shooters.
I would definitely say Jamestown is the last generation's best shmup.
Not only does it have great gameplay, but it has an outstanding musical score. And it's genuinely fun to pick up and play, like the best Raizing shooters are.
My favorites were Jamestown, Deathsmiles, and Ketsui. The next tier would be Espgaluda II, Mushihimesama Futari, and DDP... Fusion I think? But there are more that are worth owning: the Raiden games, Under Defeat HD, Mamorukun Curse, etc.
edit: Mech mentioned Darius Burst. I like that one as well, but I don't know if PSP/iOS is in scope for the thread.
I consider the PSP and DS to be last gen. Ketsui DS was excellent for the platform but up against everything else kind of lags behind since it's just a glorified boss rush. That and Darius are really all I can think of from those platforms to be worth mentioning.
The PSP and DS are current and forever gen.
