It doesn't make any sense, I hope whoever thought of it is fired. This is Steam, they have this shit figured out years ago and pull this nonsense? The packages are in a complete random order, some have stages, some have entire modes, some characters. If a chunk of content isn't there (and there is no way of knowing) in a mode, it just closes the game. Package 5 and 9 just appeared in my dl list, so good on them!
After the initial install, I left the game on and turned off the monitors this morning when I left for work. Let's see how it goes when I get home.
It's still fucked up despite having all dled everything. Only available fight mode is single match, missing 4 characters.

So, I fought against a Scorpion who did some crazy chain combos to me. Is that something that every character can do, or it is specific to certain characters. I'm assuming one of the things he was doing obviously a Scorpion thing (slide off the screen one way, come in punching from the other), but I haven't been able to figure out the full combo system of the game overall yet.
