I'm not saying you're wrong, but the Broncos were John Elway's first front office job yes? That didn't go terribly.
(ok first job in the NFL. he owned an arena league team, but who knows what he did management wise)
And Shanahan is going to have final say on personnel. Because idiot York all but admitted that Shanahan is hired already.

John Elway ran that AFL team IIRC.
Shanahan is a good offensive coordinator, but we don't know how he is as HC (wouldn't be the first high profile young coordinator to flop) and we definitely don't know how he is running an entire team.
