As xS pointed out, the people in the picture are either Sikh or of Indian descent, making them unlikely to decide to build a sand castle model of September 11 just for kicks.

In way, Japan attacked us... but what did Vietnam do? Not that anyone was REALLY celebrating Nam, but then - is every Arab, Muslim and so on celebrating the attacks on America? As for the whole Sandcastle of the WTC. I imagine that the Sandcastle was made in one of those coutrys in some sort of contest or something, the chances of that getting made in America and not being knocked down and the creator being beaten to death is very slim.
