Sly Spy
A great burden has been lifted from me. I finally got reminded the name of this game that I pumped so many quarters into in my early teens.
Data East's Sly Spy was a great arcade action game although the theme is a major rip-off of James Bond. The art must have been done by the same person as Bad Dudes since it looks so similar.
The first level starts with skydiving and shooting enemies(similar to that level in No One Lives Forever except 2d). Then once you're on the ground the game plays a lot like Rolling Thunder. The motorcycle level was a great addition as well.
Ocean ported this game to home computers but I haven't played any of those versions.

I used to play this one. It's one of those "save the president" games, if I recall correctly. I don't remember much, except for the motorcycle sequences and the digitized "Sly Spy" voice sample.

Yeah, I remember this one.
As you say, it came out around the same time as Bad Dudes and had about the same feel. I always preferred Bad Dudes, though.
