Why not pick up Raiden Fighters in its original format? It could possibly be easier (and certainly cheaper) than acquiring and modding an Xbox. You could even get ahold of a JP Xbox for around the same price as a domestic + mod -- a definite possiblity, if RF truly is the only game you wanted to play.
P.S. No mod designed specifically for import purposes = go Microsoft!
