probably has to deal with how the lock outs are done
im guessing since the GC (and i think DC but i might be wrong) were things like simple solder changes to switch territories its easier to make a boot disc where as with the Xbox and PS2 you need to do more than just change a solder point they need special chips to get past the territorial lock out
probably why theres nothing as simple as a boot disc for them
but i could be wrong im just guessing here you know

if you look at PS2 discs that have the Playstation symbol on the side of the disc that plays the games
i have no CLUE if the laser can tell if thats there or not but id imagine so since i mean you can see it so id imagine the laser could *shrug* but i dont know
Xbox discs need to be manufactured or the system won't boot it, I believe. Then they need to boot using code from the XDK, which is copyrighted and MS protects like you wouldn't believe. So the only way for there to be a boot disc for the Xbox is with MS's blessing right now.
People are working on getting an Xbox to boot something without the XDK code in it, but I don't know how far along that is.

That sucks. I was hoping all summer that there'd be a boot disc out by the time KoF 2000 shipped. (I'd just get the DC version, but I play KoF at friends' places alot, and it's easier to just bring one system along).
