Biggest disappointment: (personally) GTA:VC, (critically) Sony's online plans.
I think there are too many equally qualified titles. If I had to choose, Splinter Cell, but Star Fox Adventures, RE0, Maximo, JSRF and Morrowind are pretty much even with it.

May as well chime in. Amazing how big this thread's gotten in such a short amount of time.
Final Fantasy X: Yes, I know, it actually technically came aout at the very end of 2001, but that's only because Square moved back the release date a couple of weeks to capitalize on the tail-end of the holiday rush, the intro screen's copyright is even for 2002 as it was supposed to see release January. Anyway, the series is dumbed down even further by total removal of the overworld map, making it even more streamlined. They go back to the yuppie character designs and personalities that helped make 8 so terrible, and the sphere grid levelling up system was just as annoying as it was innovative. The combat was pretty good, which instantly makes it better than VIII was, but the story was hackneyed and I just couldn't get into it, and the blitzball was just retarded. And had such high hopes for the game after they'd rebounded so well with IX. Oh well...
State of Emergency: My God, was this ever hyped, and sold just because it had from the makers of GTA3 logo slapped on it. Repetetive as hell beat 'em up that I saw going for $50 at a lot of places just a scant few months after it was released. EB's been so loaded down with traded-in copies of it they'll only give FIVE FUCKING DOLLARS for it now, I think even the PS2's launch titles get more than that. I hang onto it, only to play if I ever feel like taking part in some senseless mayhem, but for the most part it just gathers dust on my shelf.
Dead to Rights: Was supposed to be the X-Box's next killer-app after Halo. So much for that. If Namco had taken a little more time to put more gun-shooting action sequences and fewer retarded mini-games in, it had a chance to be special. As it stands, just a major disappointment.
Warcraft 3: While the story and cinematics were better than ever (with regards to single player) and multiplayer was still enjoyable, Blizzard added far too much additional micromanaging to such a great pick-up-and-play strategy series.
Stuntman: There are two types of controller-throwingly-impossibly-hard frustrating gameplay. The good kind (Contra: SS, Shinobi), and the REALLY bad kind. This falls into the latter. Anyone who could get through even the first couple of missions without breaking every game pad they had deserves a standing ovation.
