    Yes, those are RGB->S-Video converters (like the X-Neo1 for the Neo-Geo). I think the video quality is a lot better with a mod as opposed to a converter.

    Component video isn't really RGB at all - it's kind of a more refined form of S-Video. It's possible to build converters between the two, however.

    I haven't tried building one yet, though. Right now, I can't help you out there Commercially produced converters are available, but the cheapest I've seen them is around $300 or so.

  3. How about composite to s-video converters, they are even built into some receivers now. I've never seen them in action though, does anyone know if they look any good?

    Those wouldn't help out much. Once S-Video is converted to composite, the damage is already done. The only time you'd see a benefit would be if the converter has a better quality decoder than the TV you're using it on.
