It was part of a Q&A thing with a writer. In his stong opinion, he said Jason won. But the president of New Line, Bob Shaye(coincidentally the principal in the movie) wrote the ending himself.

Actually, I read that Ronny Yu made the final decision as to who won, it was part of the conditions he asked for before he came on to direct the movie. Of course, the writers actually wrote the ending, based on Yu's decision, which appears to have been in Jason's favor.

No, the writer of Jason X (he was the bald guy who gets decapitated in the VR game by Jason, then his head crushed against a wall in the real world) had nothing to do with FvJ.
