The one I've got is the Blaze VGA adapter. It definitely works well for 3D games, but sadly makes anything 2D almost unwatchable. The Mad Catz one is supposed to be the golden apple of the VGA adapters, even better than Sega's own model, but it's also damned hard to find (at least when I was in the market for one). The main reason is that the Mad Catz one has the pass through feature, which lets you switch between using the monitor for your PC and Dreamcast on the fly. The Naki adapter is supposed to be the best value if you can't get ahold of a Mad Catz box, it's very cheap and the most stylish, but is still sadly missing the pass through.
