Most of MWIV is playable without Japanese knowledge. I have played most of the way through the translated rom and there are only a few puzzle parts where knowing Japanese would be necessary.
I've only played this briefly, but I liked what I saw. Pulseman is a cool little character, and from what I remember, he had a good sense of speed around him.

Pulseman was originally called Sparkman during development. Konami put up a big shit fit (threatened to sue) because of their game Sparkster.
